AGENDA
6:30 PM Call to Order.
Action Items:
- Ed Libby to go over CEDC meeting ground rules.
- Update on Northbrook LDA negotiations.
- This portion of the Gray CEDC meeting to be held in executive session
Proposed Motion:
Ordered, pursuant to 1 M.R.S.A. Sec. 405(6)(C), that the CEDC recess into executive session with the Economic Development Consultant and representatives of the Gray-New Gloucester Development Corporation to discuss a proposed economic development matter where disclosure of information would prejudice the competitive or bargaining position of the Town.
- Monument Square Master Planning
- Rick L. to give a summary of the meeting with the Paragon, the town’s realtors for the three Shaker Rd. properties.
- The CEDC needs to come to an agreement on how best to continue the master planning work. (ideas were discussed at the CEDC’s April 20th workshop)
- TIF Policy Language Review
- Continue discussion on TIF policy language
- What needs to be changed in existing wording?
- What needs to be added as new?
- The town has accrued almost enough TIF revenues from the Rt. 100 TIF to potentially pay off the bond.
- Should the CEDC look at various options for use of the TIF revenues.
- Pay off or partially pay off the bond early?
- What are the positives and negatives to paying off or paying down the bond early?
- Use the TIF revenues to replace the aging water tower in the TIF district? (would require amending the TIF)
- Use some of the Revenues for economic development projects in that TIF district? (would require amending the TIF)
- What are the implications and/or processes to amending this TIF?
