* PAYT / Improve Recycling project: Focus is review Gray SW ordinance.

When we last discussed Grays' Solid Waste and Recycling Ordinance, we did a comparison with two other ordinances; one from Wright Township in Pennsylvania and one from Cambridge, Mass.
