Below are some of the items that emerged from our last meeting regarding proposed changes to the Gray Solid Waste Ordinance:
We should include a statement up front similar to that used in the Cambridge ordinance that says that Gray will recyclable as much as possible because it conserves resources and protects the environment.
We need to include a statement about mandatory separation of recyclable materials from other waste. This may include clauses that non-separated waste can be rejected or that fees may be charged for non-separated waste.
Rules regarding construction debris need to be reviewed carefully with regard to Gray residents, contractors from Gray, and residents having work done by contractors not from Gray.
Talk to some contractors to find out how they handle the waste that they generate in the jobs and where they take it; i.e. do they take it to the town they do the work in or the town that they work out of.
In definition of acceptable waste, we need to state that recyclable materials may not be thrown out as trash.
Randy is doing composting now himself so he should let us know if he wants to create a special section for this material
We should state that all recyclable materials must be recycled up front and distinguish them from trash in this way. Then, we can break the ordinance into 2 sections one for recyclables and one for disposables, municipal solid waste or trash.
We should leave the definition of recyclables somewhat flexible so that materials that may not be recyclable can be added in the future, i.e. don’t restrict the list to things we recycle now.
We need a section that defines the authority for enforcing solid waste and recycling rules/ordinances – Wright has a minimum $300 fine.
We should define the purpose and use of transfer station stickers.
Handling of hazardous household waste needs to be addressed well.

The Casco-Naples Transfer Station Council has the following policy for persons found not recycling:
First: Verbal warning by facility attendant
Second: Written Notice from the administrator
Third: Request to come before the council
Fourth: Use of facility refused
Interesting isn't it.
