6:00 PM - The Council will go into Executive Session, pursuant to Title 1, Chapter 13, Subchapter 1, Section 405, Subsection 6-A: “Discussion or consideration of the employment, appointment, assignment, duties, promotion, demotion, compensation, evaluation, disciplining, resignation or dismissal of an individual or group of public officials…”  Specifically to discuss the annual performance of the Town Manager.

Public Hearings:        
1.)     (First Reading) To review and act upon proposed amendments to Chapter 401, Section 401.13.16 A of the Gray Subdivision Ordinance and Chapter 400, Part 4 of the Gray Street Construction Ordinance related to upgrades of private roads.  The Council refers said draft amendments to the Gray Planning Board for review and comment.

2.)     (First Reading) To review and act upon proposed amendments to Chapter 402, Sections 402.2.2 and 402.7.5 of the Gray Zoning Ordinance for changes to the definition of a street and width of back lot easements.  The Council refers said draft amendments to the Gray Planning Board for review and comment.

3.)     (First Reading) To review and act upon proposed amendments to Chapter 402, Sections 402.2.2 and 402.10.14 B of the Gray Zoning Ordinance for correction of references to Chapter 400.  The Council refers said draft amendments to the Gray Planning Board for review and comment.

4.)     (First Reading) To review and act upon proposed amendments to Chapter 400 to convert the Street Construction Ordinance to a Street Ordinance, removing administrative provisions for construction of private roads and adding provisions for excavations and activities within existing road rights of way controlled by the Town.  The Council refers said draft amendments to the Gray Planning Board for review and comment.
5.)     Liquor License and Auxiliary Liquor License renewal for Spring Meadows Special Amusement Permit renewal for Spring Meadows

Item #097-11    To review and act upon approving the Website Policy for the Town of Gray.
Proposed Motion:
Ordered the Gray Town Council approves the proposed Website Policy for the Town of Gray.

Item #098-11    To review and act upon adding Section 602.41 of the Gray Town Council Rules.
        This action requires a 4/5’s vote after an opportunity for public comment.
Proposed motion:
Ordered the Gray Town Council amends Section 602.41 of the Gray Town Council Rules, by adding the following:  

Citizens’ Communication Review Committee:  The committee shall consist of three volunteer members of the community, appointed by the Town Council to serve staggered 3 year terms.  The committee will meet as necessary.  The Committee’s responsibilities shall be carried out in accordance with the terms and conditions of the Town of Gray Website Policy, as approved by the Town Council.  The decision of the Citizens’ Communication Review Committee is the final word on the matter.

Item #099-11    To review and act upon approving the Parks and Recreation Scholarship Program.
Proposed motion:
Ordered the Gray Town Council approves the Parks and Recreation Scholarship Program, as recommended by the Director of Gray Parks and Recreation.

Item #100-11    To review and act upon an application by John Razsa d/b/a Hunts Hill Volleyball to rent the Newbegin outside volleyball courts on a regularly occurring basis for the months of June, July and August on Monday and Tuesday nights and all day Wednesdays.
Proposed Motion:
Ordered the Gray Town Council approves the application by John Razsa d/b/a Hunts Hill Volleyball to rent the Newbegin outside volleyball courts on a regularly occurring basis for the months of June, July and August on Monday and Tuesday nights and all day Wednesdays for a total fee of.
Item #101-11    To review and act upon approving letters to the Commissioner of MDOT and the Governor regarding the condition of the State roads in the Town of Gray.
Proposed motion:

Item #103-11    To review and act upon making appointments to the Solid Waste Committee.
Proposed Motion:
Ordered, that the Gray Town Council appoints Karl G. Schatz as a regular member to the Solid Waste Committee for a term to expire August, 2013.

Item #104-11    To review and act upon directing the Town Manager to modify the listing agreement with Paragon Commercial Real Estate for the purposes of marketing and selling the properties located at 4, 6 and 8 Shaker Road as a package deal rather than as individually listed properties.

  • Request that Maine DOT review signage in Gray center and nearby state roads.
  • Consider and discuss a proposed Mass Gathering Ordinance, eventually moving it to a Public Hearing.
  • Complete all revisions to the Street Construction Ordinance (§ 400).
  • Amend or replace the Sign Ordinance (§ 406).
  • Review the town TIF Policy. (CEDC to amend and not rewrite)
  • Establish a Gray Hall of Fame award and a process to identify initial, historical recipients.
  • Begin organizing a Comprehensive Planning Committee.
