The Committee's charge in four steps:
A) Identify outstanding issues & develop a comprehensive list of policy decisions that need to be made.
B) Workshop with the Council so appropriate policy decisions can be made; Committee could present options, Council directs Committee on policies.
C) Committee drafts changes to Ordinance language based on Council's policy guidance.
D) Recommended Ordinance changes are forwarded to Council for adoption.
