TOWN MANAGER’S REPORT

Revaluation:
The Town’s revaluation project continues. As of July 17 the contractor had completed .6916% of all the field work and data entry. This is based upon a property count of #4079. The summer focus continues to be in the lake front areas and our entry rates, that is gaining access to the interiors is less than 50%. The fall work will include returning to many of the properties for second effort or scheduled entry as well as photographic work for properties which will be digitally included in each property card file.
Notices of Delinquent Taxes:
The Town has sent over #324 notices for delinquent taxes out per statute. These are the 30 days notices given before the Town perfects its liens. These include both real estate and personal property. It is important to note that the Town may exercise the statute that permits amounts due a vendor who is delinquent to be held by the town to satisfy the delinquency. Last year we sent out a total of #3 .
Projects Status:
In working with Jim Foster at the Water District there are several projects that we can report on.
The Agreement for the TIF 100 Water Line is almost ready for execution and that will permit the field work to begin. However, we do not expect any construction work until late winter and will likely arrange for Bond Anticipation Notes this fall which will be converted to a bond in the spring of 2003.
The Northbrook TIF waterline project is progressing.
The Agreement for the T-2000 sidewalk project is set and the baselines for the contractors will have been set allowing the water line work to begin. The sidewalk work will commence around Sept. 1.
The George Perley project will be worked on later this summer and fall.
Fall Green Up Days:
Randy Cookson has announced the Fall Green up Days for August 23-25. As in the Spring they will give residence excluding commercial operators, the chance to dispose of unwanted household items including appliance ( limit of 2 freon units) furniture, mattresses, tires ( limt of 4), carpeting, televisions, etc. No construction or demolition material qualify nor will we accept leaves, grass or brush. We will give special consideration to for those individuals who remove materials illegally dumped on their property or those who clean debris dumped along roadsides. Please call the Transfer Station at 657.2343 prior to delivery to make arrangements.
Transportation Improvements-
The State DOT will conduct a hearing on the Rte. 26 By-pass project on Wednesday, August 14 at 7:00 PM at Stimson Hall. The main focus will be their requirement to review the environmental impact statement. Public participation is encouraged and more project schedule information is due at that time.
The Town of Gray has been working with both the MTA and the DOT to seek improvements in the signalization programs at Gray Corners. The two agencies are first making a determination that there are no “mechanical” failures”. Once that assessment is complete they will have the software engineers work on the sequencing. We have consistently made the agencies aware of the many complaints that we receive from angered drivers who are stuck in traffic at this intersection. The bottom line is that even with some sequencing improvements the problem of failure at peak times will continue until the by-pass is in place. The lessening of traffic at this intersection during peak times will help move traffic through the lights in a shorter time frame.
