Town Manager’s Report

Emergency Management:
We have been informed that the County’s Hazard Mitigation Plan satisfactorily meets all of FEMA’s mandatory requirements. This makes Gray eligible for mitigation grants under pre-disaster mitigation, the Grant program and Flood Mitigation Assistance, when and if needed.
The Town is still in the process of updating its own Emergency Management Plan and it will be forwarded to the Public Safety Committee when the updating is completed.
In discussions with the Council Chair, the preparations for the Mall Evacuation Plans would also be forwarded to the Public Safety Committee for review and incorporation in our own plans.
Electrical Costs Rise:
We just received information from Maine Power Options that indicates the costs of electrical supply for the Small Rate Class will increase about 21% for the period beginning March 1, 2006-February 28, 2007. This effects the standard offer as procured by the Maine Public Utilities Commission. The MPUC also “ladders” their supply requirements so that a third of the need is bid annually. Simply, it will impact our proposed budget for FY 2007 since we had anticipated a 10% increase.
By Pass Project Bid Award:
We have learned the MDOT bidding has determined that Shaw Brothers is the apparent low bidder subject to their provision of all insurance and surety paperwork. As soon as we learn of their construction schedule we will report that.
