Wade Trudel called the meeting to order at 7:00 p.m.
Mr. Bibber and Mr. Wood were appointed as full voting member.
Approval of June 20, 2007 meeting minutes
Mr. Goosetrey recommended the next to the last word be corrected for those who were unfamiliar with the discussion. Mr. Wood suggested the “kill” be changed to “contaminated”. All agreed.

Discussion
Handouts from Mr. Knudsen were reviewed. The handouts included a June 21st, 2006 Section 402.26 Village Center District, February 22, 2007 Section 402.11 Back Lots, the original matrix of permitted uses in the zoning ordinance in existing zones dated April 7, 2006, and the working version of the matrix of proposed uses dated May 17, 2007. All agreed anything without a date will be dated as of tonight. Mr. Knudsen noted the section that deals with Wellhead Protection Districts has been approved. Additional documents to be reviewed is a proposed letter to the council drafted by Mr. Bibber for the committee regarding the need to formalize language for ordinances as they are reviewed and the recommendation Mr. Knudsen be employed to meet the need. Mr. Trudel thanked Mr. Knudsen for his
work.
Mr. Wood attended the Council workshop. Mr. Wood believed the council will wait on the design standards from the Village Master Plan Advisory Committee before they go to a first reading. Mr. Trudel noted the back lot ordinance should be reviewed at the time. Mr. Knudsen reviewed the changes made in accordance with the last meeting. The title and purpose were changed and Section I was added. Mr. Wood noted that is the difference between the inner district and the outer district. Mr. Wood suggested when it goes to council it should be recommended that the map be handed to COG to make the final version to be handed out to the public. All agreed.
Mr. Wood moved; Mr. Bibber seconded to send the document dated June 21, 2007 Section 402.26 Village Center District “VC”/ Village Center Proper District “VCP” to the Town Council

Mr. Trudel asked if the back lot should be handed separately with the understanding that this would work well with what is being considered for the Village Center along with other districts. Mr. Bibber questioned if it would be worthwhile to review this in a council workshop. Mr. Trudel suggested that it would be nice if the town manager or liaison officer would get any concerns to the committee in advance of the workshop. Mr. Wood noted both sides would be better prepared. Mr. Trudel suggested a letter go with the submittal that the committee would like this reviewed and the committee would appreciate their comments or questions in advance.. Mr. Bibber noted it is a good way to have their critique and get them back so we may improve it before we get to the workshop if there are too many changes. Mr.
Trudel agreed this is the council’s documents and we are here to do their bidding.
Mr. Wood moved; Mr. Bibber seconded we submit the back lots ordinance to go in conjunction with the Village Center to the council.

Mr. Goosetrey recommended that the council review and send it back to us and to the planning board. Mr. Wood recommended at the time we sit with the council we include any other department so that they get up to speed. Mr. Foster suggested that the council may be bogged down when dealing with departments and the committee may be able to take some of the paperwork away for the council. Mr. Wood suggested once we put in place a process so that we do not get bogged down. Mr. Trudel noted once we get some of the framework done, the rest should go fairly quickly. Mr. Foster noted we need clear direction on what we are supposed to be doing.
Mr. Trudel requested the committee review the matrix, noting substantial changes were made from the original matrix, and see if there are any points of discussion so the committee may come to a consensus and the committee may look if zones need to be modified. With the matrix in order, then we may know what should be in the zones. The Village Center was reviewed to proof with the matrix. Mr. Wood noted the heading should be modified as this is now VC and VP. Mr. Wood noted on item #8, bed and breakfast is allowed instead of SPR. All agreed B&B should be a permitted use.
Mr. Trudel noted the recommendation was made to combine commercial with BD as there were only minor differences. Mr. Trudel noted one item that was discussed was mineral excavation in MD zone. The issue is if a gravel pit is compatible with more intense residential use. Mr. Wood noted we need to look at this to see how this fits with encouraging high density residential use.
Mr. Wood noted item #56, replacement of subsurface wastewater system is listed as allowed. Mr. Foster noted this is not a use; it is in there in there at the Water District request and should be blank in the future for all of the ordinances. Mr. Trudel noted his understanding in order to change a system it needs to meet the plumbing code and needs to be approved by the code enforcement officer. Mr. Foster noted the matrix has muddled some things as some special uses were allowed in zones as an exception and now are listed. Mr. Trudel questioned if that is taken out, what would happen to wellhead 1 and 2. Mr. Wood noted if it is not listed and is listed in the other zones, it would imply it is not permitted and he would prefer to remove it entirely. Mr. Trudel questioned if something is not listed, does that give
someone the right to do something. Mr. Wood noted it would fall to the code enforcement officer to determine if it is something similar to a permitted or an unpermitted use. Mr. Wood noted if we send forth changes to the ordinance in general would it not be amending the wellhead 1 and 2 zones or are we better off to leave it in there. Mr. Wood recommended it be included in the Village Center document to keep it consistent with the other documents. Mr. Wood agreed to look at the definitions for #56 replacement of subsurface wastewater system.
Mr. Bibber noted #22, essential operations of the water district, should be an allowed use. Mr. Foster believed it was intended in just the wellhead area so the water district could operate there. Mr. Wood believed the thinking it was a plant not distribution. Mr. Foster noted utility distribution should be allowed everywhere and then when you get to a transformer pad or other construction should be SPR. Mr. Foster suggested utility definitions be looked at. Mr. Trudel suggested Mr. Knudsen be asked if he can provide any insight. Mr. Bibber suggested things be made uniformed so that it may not be interrupted in two different ways. Mr. Foster noted it would be better to leave it off from all districts except the wellhead. Mr. Wood suggested that the definition may need to be clarified. Mr. Foster agreed to
work on a definition and definition of public utility. Mr. Wood questioned if we decide the uses may be scrapped, may we apply them across the board without major rewrites. Mr. Wood suggested if we go the route of scrapping elsewhere we could write a definition on why it sits in those two zones only. Mr. Wood noted if it is permitted everywhere, then there is no reason to have it listed. Mr. Trudel noted this is the time to correct the inconsistencies we note as they come up. All agreed.
Mr. Trudel questioned if the committee should try to meet on the third Wednesday and if the committee wished to meet in August. All agreed to leave the meetings as they are scheduled
