Wade Trudel called the meeting to order at 7:00 p.m.

Discussion
Councilor Hutchins reported the council work shopped the fire suppression ordinance around May.  They are still trying to find where it is. Councilor Hutchins has a copy of the proposal handed to the council last April and will print a new copy and review it with the council to determine the next step. Councilor Hutchins also reported the back lot ordinance was mentioned at the workshop. It is something that will come back up again.

Mr. Trudel proposed this committee have a subcommittee to get the ordinances organized, similar to the way David Knudsen did to get an idea of what is on the books and what we potentially may need. Mr. Wood noted Mr. Thebarge may be doing this and the committee may want to wait.  Councilor Hutchins reported he is reviewing the ordinance and prioritizing the ones that need to be looked at immediately. That is still preliminary. Mr. Foster noted the outline format changes from one section to another and some of the numbering in the ordinances.

The matrix dated May 17, 2007, the last working copy, was reviewed. All agreed number 8, Bed and Breakfast will be listed as permitted in VC. Mr. Foster will make the changes and send them out.

All agreed to omit items 47 and 56 as these are covered under the plumbing code.

Ms. Hodgdon questioned if items 30, 36, and 38, the repairs will be grouped together. Mr. Trudel noted, looking at the document labeled the third try from Dave Knudsen that matches the items with the definitions, the only thing that does not match up is bulk storage and sale of fuels and is the only one not in the matrix that probably should be. David recommended repair service name be changed to light repair service as the names were clashed. According to the third try of definitions, some things need to be omitted and some added.  Ms. Hodgdon suggested item 38, mechanical repair and 55, repair services be omitted as they are defined by the definitions under general and add in bulk storage and/or sale of fuel. All agreed. Mr. Wood suggested, in order to keep the items alphabetical, bulk storage should go between items 8 and 9.

Ms. Hodgdon questioned if item 61, storage of gasoline/petroleum >50 gallons, is covered under bulk storage. Mr. Trudel noted some of the items come from the water district standards. Mr. Foster suggested leaving item 61 as is as a prohibited use in the wellhead district. Mr. Wood noted the difference in using as a definition.  Mr. Trudel questioned if we take 61 out, where did we plan on having if it is over 1,000 gallon. Mr. Wood suggested new wordage be added to the definition and proposed adding at the end “in excess of 1,000”. Ms. Hodgdon noted it will be regulated under state regulations, but we may want to have site plan review. Mr. Trudel noted if less than 1,000 gallons and bulk storage, that is the difference between fuel business and storage for personal use. Mr. Trudel suggested less than 1,000 for bulk storage and bulk storage be separate from sale. Mr. Bibber recommended we insert “personal use”. Mr. Trudel noted if someone comes in to set up for sale there should be some sort of process for review for sale of fuel under 1,000 gallon. Mr. Wood noted any sale would have site plan review and any bulk over 1,000 gallon should have site plan review. Ms. Hodgdon suggested bulk storage versus storage for sale be separated. Ms. Hodgdon suggested adding a new line, bulk storage greater than 1,000 gallons with site plan review required straight across except WH1 and WH2 and add a line bulk storage less than 1,000 gallons with X’ across the districts except for WH1 and WH2. Mr. Wood recommended any sale of fuel to go to site plan review. All agreed. Mr. Foster agreed to make the changes. Mr. Foster recommended changing the title to read “Fuel, bulk storage”, etc to keep the items all together in the definitions. Ms. Hodgdon noted there should be three lines added, bulk fuel storage, less than 1,000 gallons, greater than 1,000 gallons and then fuel sales. Mr. Foster noted item 61 will be eliminated. All agreed. Mr. Foster agreed to do the definitions. Mr. Trudel recommended when we get the matrix back, then we may update the council.

For the next agenda the committee will be moving ahead the zoning. Mr. Trudel noted part of original task was to come up with recommendations if there were to be modification to some zones. The committee has talked of combining commercial and BD zone. The committee also needs to look if we are to expand some of the districts. Mr. Wood noted the next step is to look at the boundaries to go along with the matrix to make a complete package with definitions. Mr. Bibber noted definitions are going to be important. Mr. Hodgdon will request other town’s definitions, if they are not too lengthy and research the state definitions to the ones we have. Committee agreed to bring definitions to the next meeting.
