Minutes
December 19, 2007

Present:  Wade Trudel, Wayne Wood, Gary Foster, Richard Bibber, Gary Foster

Wade Trudel called the meeting to order at 7:00 pm

Mr. Wood moved, Mr. Bibber seconded to accept the minutes from December 4, 2007 as presented.

Vote 4-Yes

Gary Foster reported the Fire Suppression Ordinance was not ready as yet and the Town Council approved the VC and VCP districts the previous evening

Wayne Wood noted the critical part that has been is for someone to go through and review the definitions. It was suggested the committee concerns be relayed to the town manager to have the consultant work with the planning consultant. The consultant would be able to provide expertise on identifying where the ordinances do not comply with state law.

The August 15, 2007 zoning matrixes was reviewed. Mr. Bibber recommended the matrix be brought up to date with the Village Center and remove the AOZ district. Mr. Bibber noted there is no difference in the allowed uses between VC and VCP, just the set backs. Mr. Wood noted the BT1 and BT2 districts would also need to be added.  Mr. Wood questioned if stormwater management should be listed as it is required by state law.  Mr. Trudel suggested the matrix be passed onto the planning consultant.  Mr. Wood suggested the matrix be updated and the committee’s questions noted at the bottom.  Mr. Foster will update the matrix with the changes in the districts. Mr. Wood recommended that uses, wherever listed in the ordinance be added to the matrix so they may be reviewed. One of the items to be reviewed is if some of the allowable uses with site plan review may be changed to an allowed use with CEO permit All agreed to the amendments.

Mr. Trudel asked the committee if they wished to go over 401 and make note of anything that they would question or would like clarification in preparation of a meeting with the planning consultant.

The district boundaries were also reviewed. Mr. Wood noted the only possible changes would be between MD and BD. The question between MD and RRA is where is the density desired and is the MD zone in compliance with where the Comprehensive Plan noted development should be encouraged. Mr. Bibber noted the Lake District takes up a large area and questioned if it should be looked at.

Mr. Bibber moved, Mr. Wood seconded to adjourn at 8:00 p.m.
