Minutes:
1.      Approval of meeting minutes
a.      November 6, 2008 ORC minutes
Gary Foster moved; Richard Bibber seconded
Motion to accept the November 6, 2008 minutes as written.

2.      Ordinances
a.      Review a proposal to amend Chapter 402: The Gray Zoning Ordinance.
The group agreed to work with the newly accepted version for review.
402.7.11 Campgrounds
There was a discussion that the newly accepted standards are stricter than the state standards.  Gary Foster stated that he researched the state standards as well as other communities’ standards for a comparison.  Doug Webster commented that there are 2 State standards: one Shoreland and one non-Shoreland.
Wayne Wood asked what the side yard setbacks would be if a commercial use was put into a residential area? He asked if a campground would be any more obtrusive than a commercial use.  There was a discussion on the whether or not they may be.  Wayne Wood commented that there are no definitions for a camping unit.  There should be some clarification. Wade Trudel suggested that there should be a notation asking about the distance of the setbacks as they seem excessive in comparison to other uses.
2 Richard Bibber stated that the criteria of #2, prevents a campground owner from putting a site on a knoll for example, since it would be seen.
Wayne Wood asked why the use of the term “approved subdivision lot” is being applied here since there is no difference in the use between this and a typical lot.  Why are they being treated differently in this wording?
3 There was an extensive discussion on the wording “trailer” as it is applied here since the word “trailer” appears in the recreational vehicle definition.  The group would like more clarification as it seems ambiguous.
4 There was a question as to whether or not the number of sites per acre is more or less than the state standard.  There was a discussion regarding the net site per acre and the density.  The group’s consensus is that the number of sites per acre as written is more appropriate.
5 The group asked why 100 feet for frontage is necessary.  There was a discussion that the wording in number 5 is open to interpretation of what frontage is. The wording appears unclear.  The question was asked as to whether or not 100 feet frontage is different than the state’s standards.
402.7.11 B- Parking & Circulation
1b: The group requests for more clarification on this item.  The distance requirements can be costly.
2: The road requirements don’t appear necessary and seem to be similar to a town road.  The requirements for the impervious surfaces are excessive.  The group asks for more reasoning on the requirements.
 402.7.11C- Health and Safety
The requirement of a trash receptacle for each site is excessive.
The suggestion for #2 should be worded to be in line with state standards, in particular, the number of toilets and lavatories “for every ten camping and tent sites.”
The group believes that all recreational vehicles sites’ hook-ups is excessive since there in the group’s opinion there are no parks that have one for each.
Gary Foster stated that for #1, state standards only require a picnic table and a fire ring.  However, it is answered in part in #4.
402.7.11 D Planning and Review
Doug Webster commented that section D 1(a-d) is in addition to the 3 parts-, specific standards, conditional use, and site plan review.
2a The group believes this section is unreasonable.  Doug Webster stated that section is included to clarify A 2.  It is included to make certain that there are some specifics and a base to start from.
402.7.12 Fire and Explosive Hazards
The group believes that the enforcement should be based on State and Federal regulations.
402.7.14 Storage of Materials
No concerns
402.7.15 Farm Stands
Doug Webster indicated that caution should be taken with this section as farm stands have many requirements that are exempt.
10 Richard Bibber asked for clarification on the wording of this section.
It appears that Farm Stands is unchanged but requests verification.
402.7.16 Bed and Breakfast Establishments
No issues.
