II. Information Exchange
George Thebarge stated that he will have some information on the updated Shoreland Zoning Ordinance to the group.
III. Tabled Matters and Unfinished Business
A. Request for site plan approval for expansion and conversion of the Busy Bee Cabins, located at 272 Portland Road, Gray, Maine. Applicant is Bryan Loisel, 357 Maine Street, Poland, Maine. Map 41, Lot 1, zoned Commercial.
B. Request by Linda Liberty for final approval for a major subdivision for Freedom Drive off North Raymond Road. Applicant’s agent is Pinkham & Greer. Map 10, Lots 1 and 4.

The traffic impact fees will be paid. (Peer review item #2)
He also discussed the water district pressure and recommends that the homes have added booster system to the homes since the pressure is at the low end.
DOT does not need to review this item. (Peer review item #4) The curb has been added.

Rod Boyington asked if there is adequate fire flow. Tom Greer indicated that they have requested information on the pressure from the Water District but have not received the information.
George Thebarge stated that they will need to provide performance guarantee for sediment.

Moved for final approval for a major subdivision for Freedom Drive off North Raymond Road. Applicant’s agent is Pinkham & Greer. Map 10, Lots 1 and 4.
Subject to standing conditions
The project shall be constructed and maintained in accordance with the plans, textual submissions, and testimony presented to the Planning Board by the applicant and its representatives.
The Board finds that the final subdivision plan application meets the review criteria of Section 401.1 and the performance standards of Sections 401.19 through 401.37 of the Gray Subdivision Ordinance.
Subject to a conditional agreement per Section 401.11.1 C. for the infrastructure improvements including the road, utilities, storm drainage and treatment, and the pedestrian pathway to Crystal Lake. A financial performance guarantee meeting the requirements of Section 401.11.1 A or B shall be submitted for the erosion & sedimentation control plans in an amount approved by the Town Engineer. Said guarantee to be submitted and approved prior to release of the recording mylar.
Subject to payment of a traffic impact fee to Maine DOT as determined by the Town Engineer to address impacts of the project on the North Raymond Road/Shaker Road intersection. Said fee to be paid prior to release of the recording mylar.
5. Subject to final review and approval by the Town Assessor of the abutter information shown of the Subdivision Plan. Said review and approval to be completed prior to signing of the recording mylar.

C. Request for site plan approval to change the entrances of the Gray-New Gloucester High School and add parking, 10 Libby Hill Road, Gray, Maine. Map 15, Lot 9, Zone RRA. Applicant is Gray New Gloucester School District. Applicant’s agent is Pinkham and Greer of Falmouth, Maine.

Tom Greer gave an overview of the updated changes. He indicated that there are more lights and are on a timed sequence which should be in compliance with the Town;s lighting ordinance. They will be using LED lighting which are more costly in the purchase but will accrue savings over time. The rear lights will remain lit all the time (all night) as the rear of the building is a security issue.
The walkway has been moved and the westerly entrance has been moved to meet the Board’s request. Striping etc has been added. Parking has been enhanced. There is a 50 foot radius and a slight adjustment to the stop sign. The striped sidewalk will remain as a regular sidewalk would pose a drainage issue.

Rod Boyington asked about the peer review process.
Peter____ of Gorrill Palmer stated that they have met all the changes and concerns of the peer review process.
There was a discussion of the bus loading area and what will be done.

The Board finds that the proposed site plan meets the requirements of Section 402.10.11 B.3 .b for separation distances of entranceways.
The Board finds that the proposed site plan meets the requirements of Section 402.10.11 D for stormwater management.
The Board finds that the proposed site plan meets the requirements of Section 402.10.12 A for exterior lighting.
The Board finds that the proposed site plan meets the requirements of Section 402.10.12 B for buffering of adjacent uses.
The Board finds that the proposed site plan meets the requirements of Section 402.10.13 H for roadside landscape buffers.
