GRAY PLANNING BOARD MINUTES
MAY 27, 2010 – 7:00 P.M.
UPSTAIRS – STIMSON HALL

Don Hutchings, Dan Cobb, John Redlon, Jason Wilson,

George stated that he has provided updates on the driveway ordinance.

  • Request for site plan approval of a 275 ft. self-supporting lattice tower with associated structures & equipment at 1 Game Farm Road, Gray, Maine.  Applicant is State of Maine, agent is Jacobs Engineering of Boston, Ma.  Map 16, Lot 2, RRA Zone.

Craig Hitchings from the State stated that they have assigned easements, many of the trees have been preserved and will add to the buffering.  The coloration/lighting options have been provided and suggested a standard gray color with lighting.  

Dan Cobb stated that he doesn’t like the buffer and that it appears out of place and not in keeping with the natural lines and background. He would prefer that they be staggered which will eventually fill in.

He also asked about the coloration.  Craig stated that it is up to the Town to select from the available choices. Dan asked if the FAA has the last word.   

John suggested that if it isn’t painted with lighting that would be acceptable.  Jason agrees and suggests gray galvanized steel.  Don asked if there is a reason for alternating colors. Craig Hitchings stated that the FAA has the last word but if it isn’t painted, it needs a specific level of illumination.

Don stated that they would recommend the selection that would have the lowest lighting.

George asked for clarification that option 1-red/white with lower illumination is the wish of the Board.  He also agrees with the placement of the buffering.  He also suggests alternating heights for a natural setting.  Smaller height trees seem to do better.

Don stated that he would prefer no white pines be planted.

Motion for site plan approval of a 275 ft. self-supporting lattice tower with associated

1. ~ The project shall be constructed, operated, and maintained in accordance with the plans, textual submissions, and testimony presented to the Planning Board by the applicant.
2.~~~~~ The Board finds that the proposed tower installation conforms with the design standards for wireless telecommunications in Section 7.1 subject to the following requirements:
3.~~~~~A double row of twelve evergreen trees of random heights of between 6-10 ft   
      shall be planted in random, alternating pattern to buffer the view of the   
     equipment building and fence from Game Farm Rd.
4.~~~~~ If required by the FAA and approved by them, the new tower will be lit with the lowest light intensity (Option 1) which was submitted by Jacobs Engineering on May 12, 2010.
5.~~~~~ The approval by the Planning Board will be effective June 18, 2010.
