Status Report – Town Council – February 3, 2009

  • Council appointed the Committee to prepare scope and bid documents for the design and construction of the new town office facilities.  Specific request to review and analyze the Construction Management at Risk construction delivery method.
  • Committee has been meeting every week with strong support from the Town Manager and Doug Webster.  Group is a working committee with a very focused objective.
  • Committee has strongly endorsed the Construction Management At Risk construction delivery method because we are confident it will provide the best method of combining the design and construction expertise to achieve a quality project at a fair price.  Primary reasons for the support are:
  • Construction Manager is hired on the basis of qualifications
  • Construction Manager works with the Town & Designers to improve plans to manage quality and cost to achieve integrity and functionality.  
  • Aligns the Construction Manager to work for the Town
  • Subcontractor work is bid once the design plans are completed to achieve cost competitiveness
  • Bonded guaranteed maximum price is obtained to minimize risk to the Town
