Approval of December 18, 2007, Town Council Minutes

Councilor Scheckel moved; Councilor Crane seconded
Ordered the Gray Town Council approves December 4, 2007 Town Council Minutes as presented.

First Order of Business
Public Comments of Non-Agenda Items – (limit 3 minutes per person)
None.

Second Order of Business:       
Interviews:     Jeffrey Gilpatric to the CEDC

Jeffrey Gilpatric answered questions from the Councilors. Mr. Gilpatric responded no to the standard question for all applicants regarding any known conflicts of interest.  Mr. Gilpatric thought the Pennell Building should be used for the town but will have an opinion when looking at the best options for the building.

Public Hearing: 
1)      Proposed amendment to the Zoning Ordinance of Gray regarding prohibited activities for Wellhead Protection Districts. None.

2)      To hear public comment regarding a new liquor license application for Yue C. Chan d/b/a Julien’s Restaurant, located at 322 West Gray Road. None.

Item #074-08    To review and act upon appointing members to the Community Economic Development Committee.
        This action requires a majority vote after an opportunity for public comment.
Councilor Hutchins moved; Chair Mancini seconded
Ordered the Gray Town Council appoints Jeffrey P. Gilpatric to the CEDC Committee for a three year term to expire July, 2009.

Item #075-08    To review and act upon authorizing the Town Manager to enter into an agreement with GeoPlan for an amount not to exceed $25,000 for the purposes of re-writing the Town of Gray’s Land Use Ordinances, (Sections 401 and 402).
        This action requires a majority vote after an opportunity for public comment.

Councilor Scheckel moved; Councilor Hutchins seconded
Ordered the Gray Town Council authorizes the Town Manager to enter into an agreement with GeoPlan for an amount not to exceed $25,000 for the purposes of rewriting the Town of Gray Land Use Ordinances (Sections 401 and 402).

Councilor Scheckel moved; Councilor Hutchins seconded
Moved to amend the order by adding the proposed task order be included in the agreement.

Ordered the Gray Town Council authorizes the liquor license renewal application for Zhen Bin Huang d/b/a China Village, located at 271 Shaker Rd.

Fourth Order of Business: ORDINANCES
Item #076-08    (First Reading) To review and act upon a proposed amendment to the Zoning Ordinance of Gray regarding section 402.25 (G), Prohibited Activities for both Wellhead Protection Districts.  The proposal will provide for a potential agreement to exceed the application of de-icing chemicals with a salt content of more than ten (10) Percent.
This action requires a majority vote after an opportunity for public comment.

Councilor Hutchins moved; Councilor Scheckel seconded
Ordered the Gray Town Council approves the proposed first reading amendment to the Zoning Ordinance of Gray regarding section 402.25 (G), Prohibited Activities for both Wellhead Protection Districts.  The proposal will provide for a potential agreement to exceed the application of de-icing chemicals with a salt content of more than ten (10) Percent.  Be it further ordered that the proposed amendment be sent to the Planning Board for a public hearing, to the Ordinance Review Committee for review and both committees report to the Council.

Councilor Crane moved to table Item #076-08; Councilor Upham seconded

·       Councilor Crane reported there is no Dry Hydrants Committee Meeting
·       Councilor Scheckel reported CEDC will be meeting the next day and will be dispersing people into committees to meet specific tasks.
·       Chair Mancini reported the Gray/New Gloucester Business Association annual banquet will be held on January 19th.
