Hannaford Bros. Site Plan Approval
Doug Vosse with Hannaford reported seventeen acres will be dedicated to the grocery store. Plans have been submitted to the peer reviewers and they have responded to their comments. Mr. Vosse noted they expect town approval to be conditioned on approval from DEP and DHS. They propose to signalize the intersection with Shaker Road and will widen and make other improvements on Shaker Road to assist with the signalization. Service deliveries will be in back of the store and will exit in a clockwise direction. Most of the mechanical equipment will be in the back in an enclosed mechanical equipment house on a foundation. There will be a trash compactor in the back. The storm water facility will not be able to be seen from the front of the store. The entire site will drain to a low point and be collected to an enclosed
system and directed to storm water management in the back. Water will be public water and there will be an easement for the water district for their requirements. There will be an onsite wastewater disposal system that will be an engineered system and will be designed to the standards of DHS and approved by DHS. For pedestrians, there will be sidewalk along the access road and extending along the frontage on Shaker Road and a landing zone at the light at the westerly side of the intersection. Lighting will be pole mounted and building mounted luminaries for the project. All are full cut off light so there will be no upward lighting. The service area will be illuminated with building mounted lights. The building mounted lights would be kept illuminated after the store closes for security reasons. They propose upgrading the electric to three-phase and bringing in the electric service underground. There will be an enclosure for three 1,000 LP above ground tanks. The exterior will
be clapboard with horizontal lines to break up the clapboard. There will be varying rooflines and a brick base about 2-1/2 feet up.
Diane Morabedo with Maine Traffic Resources reported they had performed a traffic study with full build up and made the assumption that the two outbuildings would be two high traffic generating enterprises and based the trip generation assumption on the square footage for the types of businesses. The study area included from Raymond road to the intersection of the bypass and to the intersection of 26A and Route 202. A capacity analysis was then done. They recommend Hannaford pay an impact fee for the future need of improvements for left turns onto Raymond road. A traffic signal will be warranted at the intersection into the site and the appropriate turn lanes. They do not recommend changes to the intersection with the bypass and Route 26. They recommend right and left turn lanes on Route 26 to the service drive. The
queuing at the light should clear out in a single cycle. Board members questioned if there is enough storage for the school traffic in the morning. Ms. Morabedo noted they will do an a.m. traffic study. The plan does allow for a lot of traffic to exit the road and exit the school at the same time as they may mirror each other. For pedestrian, there will be lights to tell pedestrians when to cross when there is no opposing traffic. The light would not be an exclusive light that would stop all traffic. Ms. Morabedo noted they would look at exclusive phase, but this will create longer queues on the main line. Libby hill road and the store access road are aligned to run concurrently; Mitch Feeney noted they did not look at the realignment of Libby Hill Road as there is not sufficient right of way and they were also concerned with the expense with little benefit..
Public Comments
David Brown noted he lives on Route 26 near Libby Hill Road and knows growing up there that it is an awful intersection going into the school and thinks the traffic analysis needs to be dealt with in more detail.
James Monroe, Lewiston Road, noted he felt the traffic analysis is lacking and does not reflect what actually occurs in the morning. Mr. Monroe also questioned what will be done to protect the streams, in particular with winter salt treatment.
Bruce Pullkinen, Sandy Hill Road, an abutter reported he and his attorney have met with Hannaford and have reached an agreement on where he would access his property
Board comments
In response to board questions Doug Vosse reported most of the large roof top units will be in the back and some smaller units at various locations.
Board members expressed concern that work was needed to reduce the light going in the direction of Dunn Street. Sidewalks were also questioned. Don Hutchings noted there is a situation with a trailer park on the other side of the road and will probably create an attraction with people who want to walk to the store and pedestrian from the school. Peter Gellerson questioned if it would better with the side walk on the other side of the road. Mitch Feeney noted the project was designed according to the design conditions as written which provide sidewalks to adjacent properties. In response to board member questions regarding landscaping, Shelley Brunnell, landscape architect noted they did tried to give more shape to the entrance area, creating a perception of a park area, but the do not want to promote
people hanging out in a busy intersection area. Don Hutchings requested some sort of visual presentation for the board to look at. Peter Gellerson expressed concern with the hours of operation and requested to know when the lights are going to be out. Mr. Gellerson also noted a fence around the retaining pond is a needed. Pete Gellerson requested the board see submittals be provided prior to Hannaford appearing again.
Don Hutchings moved, Rod Boyington seconded, to table Hannaford Bros. request for site plan approval of a 36,000 square foot Hannaford Bros. supermarket and request for minor subdivision for two out-parcel lots associated with the Hannaford Bros. supermarket on Shaker Road. Map 20, Lots 9, 9C, 15, 15A, and 15B.~ BT-1 Zone.

Public Hearings and New Business
Gray Public Works Garage
Tony Lambardo with Oest Associates reported the recycling transfer facility is approximately 6,400 sq feet. They have applied to MDEP for an amended solid waste permit. They have applied for an amended site permit and are coordinating with utilities. Sevee & Mahar has reviewed the proposal and have submitted comments. There will be a fueling station with an underground tank. A septic system has been designed for the public works that will be shared with public safety. The color and appearance has been done to try and mirror what exists at the site now.
Public comments;
James Monroe questioned if the project is being designed to use all of the money or to come in at the lowest cost. Tony Lambardo stated the intent is to come in at or under the budget.
Bruce Sawyer, Gray Water District Trustee, questioned when they will respond to Sevee & Mahar questions. Tony Lambardo noted they are working with Sevee & Mahar and they will be responding to the comments.
Board comments;
In response to questions from the board regarding Sevee & Mahar comments, Bruce Sawyer noted they need to look if most of the comments can be accommodated to make sure the quantity and the quality of the recharge is maintained. Mr. Sawyer noted the AOZ had six criteria that had to be met. Those six criteria should be considered.
Board members noted the building did not appear to be in keeping with the neighborhood. Gary Foster noted it is a public works garage that is being paid for with taxes dollars and is a functional building. Peter Gellerson questioned if the fuel tank should be underground to accommodate a lower cost fuel and suggested that there be some sort of landscape theme that is put in as an option in the bid package. Gary Foster noted this is an improvement of existing conditions and if this is made too complicated we will be stuck with existing conditions.
Don Hutchings moved, Rod Boyington seconded to table the request for site plan approval for a new Town of Gray Public Works Garage on Seagull Lane and Shaker Road, Map 20, Lot 10. Wellhead Zone until there is something to look at to soften the view of the building and consideration of the Sevee and Mahar comments.

Gracewoods Subdivision
Robert Thayer reviewed the proposed amendment. The building envelopes will be moved back, there will be a no cut buffer between the boundaries, trees were changed to spruce, and the road will be moved twenty feet away from the abutters.
Linda Lockhart, an abutter, noted she did support the amendment and hope the board would approve it.
Gary Foster moved, Jason Wilson seconded, the Gray Planning Board approve the Request for amended Gracewoods Subdivision on Lawrence Road. Applicant is Robert Thayer, Jr., South Portland, Maine. Map 27, 11B subject to standard condition number one and subject to the four changes.
