Gray Town Council Announces Westbrook Chief Executive Officer as New Permanent Town Manager

Michael Foley’s tenure as Town Manager will begin on January 31, 2024.

After an extensive nationwide search for the next Town of Gray Town Manager, the Gray Town Council have unanimously selected Michael Foley of Westbrook, Maine to fill the role. The Council will formally vote to appoint Mr. Foley at a special Town Council Meeting on Tuesday, January 30, 2024, at 5:30 p.m. at Gray Town Hall.

Foley is currently serving full time as the Mayor & elected Chief Executive Officer for the City of Westbrook. He brings a proven track record as an experienced, collaborative, and forward-thinking municipal leader.

“Michael impressed the Town Council by his leadership abilities, local government experience, and personality,” said Town Council Chair Krista Chappell. “It was clear he is a prime candidate to lead Gray and its government into our town’s prosperous future. This leadership includes both daily governance and major projects, like the on-going, community-led effort to transform the Gray Village.”

With over two decades of experience within various roles of municipal government, Foley brings a proven history of success in diverse, complex, and challenging environments. He holds a Public Administration degree from Purdue University Global.

As Town Manager, Foley will collaborate with the Town Council and staff to develop the Town’s budget, oversee day-to-day operations, manage personnel, serve as a liaison between Gray's government and other entities, and contribute to the planning and execution of the town's long-term vision.

Gray’s former Town Manager, Nate Rudy, resigned in September 2023, and since then Gray Public Library Director Joshua Tiffany has filled the role temporarily. The Town Council sincerely thanks Mr. Tiffany for his professionalism and dedication during this transitional period.

To introduce Foley to the community, the Gray Town Council will organize a meet-and-greet event, details of which will be made available on the Town’s website and social media platforms.

Foley’s salary is $115,000. The Town Council was assisted by Don Gerrish of Eaton Peabody Consulting Group in their search.
