Request for Proposals: Pennell Lab Building

The Town of Gray is looking for a qualified firm to provide a feasibility study of the Pennell Lab Building, an 1897 two-story brick building that is on the National Historic Register. The building has sat dormant for at least ten years. It has recently had an asbestos abatement completed and a lead abatement of the interior will be completed in the coming months.

The Pennell Lab Building is located on the Pennell Municipal Complex at 20 Main Street in Gray Maine.

The feasibility study would include proposed municipal functions of the space, work and projected costs to make the building accessible and code compliant, and conceptual drawings. The funding for the study is provided, in large part, by Cumberland County Community Development Block Grant funding. The feasibility study must be invoiced, and deliverables received by the end of the fiscal year, June 30, 2021.

The firm would work with Mo Russo, Director of Buildings and Grounds. To expedite the process, it is requested that proposals are accepted electronically. Proposals must be received by 2:00 PM, May 24, 2021 to mrusso@graymaine.org with the subject line “Pennell Lab Building Feasibility Study.”

The Director of Buildings and Grounds will be responsible for screening proposals, conducting interviews of selected firms (if necessary), and making a recommendation of a firm to the Town Manager. Award of selection of the firm will be made on May 28, 2021.

The criteria used in evaluation of the proposals will include:

  • The respondents experience and qualifications to perform the requested service.
  • The clarity of the proposal, understanding of project objectives, and responsiveness to the work program.

  • Total bid amount should be clearly visible.
